I am an engineer turned government CIO and a junior professor. Currently, I am the Deputy Commissioner and Chief Information Officer of New York State Office of Mental Health (OMH). I also practice healthcare informatics in Columbia University, developing a course on Electronic Medical Records and writing a book about how informatics and health information technology affect health care outcome. On the side, I practice enterprise architecture, IT governance, and health information exchange (HIE) and advise my clients on strategy.

I am proud of being a joint product of China and United States. Lived and raised in China, I subscribe to Confucius heritage and the pursuit of harmony. Educated and trained in the U.S., I have a fairly balanced view of the world.
